IV. 阅读理解(48分)

Passage 1
The basic flag of the United States is one of the world’s oldest national flag. Only the basic flags of Austria, Denmark, Great Britain, the Netherlands, Sweden, and Switzerland are older.
During the discovery and settlement of what is now the United States, the flags of various European nations were flown over the land, as symbols of possession. Later, in the Colonial and Revolution War period, flag representing famous persons, places, and events were flown in the American Colonies (殖民地).
The first official flag of the United States was created by Congress on June 14, 1777. It consisted of 13 alternate(交替相间的)red and white stripes and 13 white stars in field of blue, representing(代表)the 13 colonies that had declared their independence in 1776. Congress adopted a new flag of 15 stars and 15 stripes in 1795, to give representation to the two new states admitted into the Union, Vermont and Kentucky.
By 1817, there were 20 states in the Union, and it became apparent that adding one stripe for each new state would destroy the shape of the flag. As a result, Congress in 1818 restored the original design of 13 stripes and provided that each state was to be represented by one star. In 1912 President William H. Taft made the first official provision(规定,条款)for the arrangement of the stars. He ordered that there be six even(平的,水平的)rows of eight stars each. Previously the arrangement of the stars has been left to the flag-maker’s fancy.
The evolution(演化)of the Stars and Stripes reflects the growth of the United States. After the admission of Hawaii into the Union in 1959, the flag was officially changed for the 26th time since the creation.

Passage 2
In the early stages of man’s development he had no more need of money than animals have. He was content(满足) with very simple forms of shelter, made his own rough tools and weapons and could provide food and clothing for himself and his family from natural materials around him. As he became more civilized(文明), however, he began to want better shelter, more efficient tools and weapons, and more comfortable and more lasting clothing than could be provided by his own neighborhood or by the work of his own unskilled hands. For these things be had to turn to the skilled people such as smiths, leather workers or carpenters who were springing up everywhere. It was then that the question of payment arose.
At first he got what he wanted by a simple process exchange. The smith who had not the time to look after land or cattle was glad to take meat or grain from the farmer in exchange for an axe or a plough. But as more and more goods which had no fixed exchange value came on the market, exchange became too complicated(复杂)to be satisfactory. Another problem arose when those who made things wanted to get stocks of wood or leather, or iron, but had nothing to offer in exchange until their finished goods were ready.
Thus the difficulties of exchange led by degrees to the invention of money. In some countries, easily handled things like seeds or shells were given a certain value and the farmer, instead of paying the smith for a new axe by giving him some meat or grain, gave him so many shells. If the smith had any shells left when he had bought his food, he could get stocks of the raw materials of his trade. In some countries quite large things such as cows or camels or even big flat stones were used for trade. Later, pieces of metal, bearing values according to the rarity(珍贵,稀罕)of the metal and the size of the pieces, or coins were used. Money as we know it had arrived.

“How did you write your advertisement?” asked one of the listeners, a merchant.
“Here it is,” said the man, taking out of his pocket a slip cut from a newspaper. The other man took it and read,” Lost from the City Church last Sunday evening, a black silk umbrella. The gentleman who finds it will receive ten shillings on leaving it at No.10 Broad Street.”
“Now,” said the merchant, “I often advertise, and find that it pays me well. But the way in which an advertisement is expressed is of extreme importance. Let us try for your umbrella again, and if it fails, I’ll buy you a new one.”
The merchant then took a slip of paper out of his pocket and wrote: “If the man who was seen to take an umbrella from the City Church last Sunday evening doesn’t wish to get into trouble, he will return the umbrella to No.10 Broad Street. He is well known.”
This appeared in the paper, and on the following morning, the man was astonished when he opened the front door.
